From St. Francis Animal Sanctuary:
"We just had a similar incident with the LA SPCA animal control officers telling volunteers that are picking up stray animals and feeding them that they were not welcome and that they should return home. And further more they told them that the food that the feeders are putting out for the animals is being picked up by their officers and thrown away. You would think they would be grateful for the help."

I'm working on find out where this is? Yes, can they send home people/private citizens who are tourists? Bad PR!
